With reference to paragraph 3 of your despatch
No. 532 of 30th December, 1935, and to despatch No.99 of 12th
March, 1935, from Sir Philip Cunliffe-Lister (now Lord
Swinton), regarding Treasury arrangements at the close of
the year, I have the honour to enclose for your information
copy of Secretariat Circular No. 70 of 1935, which was issued
on 4th October, 1935, together with copy of a report by the Colonial Treasurer on the working of the new arrangements.
